HowTo Question on routing outbound call

I have a question about dialing a local telephone number. The city I live in has a time / weather phone number that anyone can dial to get the current time / weather. As an example when you dial 714-281-8211 you get a recording for the local time / weather. I want to route this call to the NV Weather app, there by saving the cost of a VOIP outbound call. How can I do this? Would I have to change something in the outbound trunk?
